Yes, the wheel adjusts. I guess your idea of adjusting everything (except the headrest) every 30 minutes or so is one solution. It might work adequately.

I could also put a firm 1" pad on the seat, moving my whole body forward, which would effectively reduce the headrest angle. Might cause other problems, hard to say without trying.

Let's see if anyone else comes up with some ideas, too.

I agree that the head rest should not be such an inconvenience.  I assume it is 
only on the Y.  The steering wheel adjustment on a 3 is rather obscure.  Did 
you try adjusting the steering wheel on the Y?  I imagine it is near identical 
to a 3.
