Brent, No, that's incorrect. No winning number needs to be drawn in the lottery. In fact there are no winners fairly often. That's why the jackpot keeps increasing....
Lotteries are not won by choosing among player submitted numbers, they are drawn at random from all possible numbers within the range of the number of digits.
