I would have thought that the connection between consciousness and the environment is entirely one of entanglement. If the environment is in a state like Σ aᵢ|ψᵢ> and the observer is in a state Σ bᵢ|φᵢ> where an observed property φᵢ corresponds to a physical state of the environment ψᵢ, then the combined environment + observer state is Σ aᵢbᵢ |ψᵢ> ⊗ |φᵢ> But this is just an entangled state between two systems.
