There is no a priori reason why separate individuals, whether duplicates or not, cannot share a consciousness, but it is a matter of observation that they in fact do not, since telepathy is not real. Even if telepathy did occur, it would be a special phenomenon with a separate explanation, not something that would occur simply because there wer duplicates.

"Separate individuals" would be one way to look at the different modules in the brain. The visual, auditory, kinesthetic, and verbal modules seem to have separate and even competing awareness. They share a consciousness in the sense that even if they disagree on their perception, one perception is acted on and one is verbally expressed - even though those two may be different.

In the future world of cyborgs we may have brain implants that provide yet other modes of perception, including perception of distant places as we enjoy now via television. Television is only visual and auditory, but even so it can momentarily be immersive - in which case is your conscious self really "there" and not "here". My son works developing virtual reality for Google, so I got to try out some of what they're working on. With full 3d visual and audio and the ability to move in the virtual environment, it is impressively immersive.
