My concern is "IF" I have to restore the PF database to the Exchange 2003
server will it propagate to the 2010 servers since it will be older then what
is in the 2010 MB servers.

I've never done this.

But theoretically, updates will propagate from 2010 to the 2003 server.

What is the end-goal here? It probably isn't what you want to do.

If I have to restore the Public Folder Database on the Exchange 2003 server
what happens to the replicas in the 2010 servers?
