Thank you for all the replies. PF have not been a strong point in my Exchange 
experience. Especially in my current job that is still in a mixed PF 
environment. I do not understand why PF have not been moved off the 2003 server 
by now. Looks like I should have finished the job when I first got hired here.
You are right about the developer having a backup of the application. Looks 
like he is relying on the Exchange backups as his "code" is in the form in the 
inbox of the PF. I am not in the know here.
To re-state the procedure I would have to use, using your outline from the 
prior message. I would dismount all three of the PF DB's, two in the 2010 
environment, 1 in 2003. Remove all three from Exchange. Restore a backup to one 
2010 mb server and mount it. Remount the second 2010 PF and the 2003 PF. re-add 
the replicas.
Hope this would work.
I need to get a better understanding how 2010 PF works with two MB servers.

Usually, you do nothing of the sort.

If you need to restore a PF db, you dismount the PF db on the target server, 
remove it, remove it from replicas on all other servers, remount it (it will be 
empty), and then re-add the necessary replicas.

This is all about your developer, as I see it. He/she should maintain a backup 
of the damn application!

What is the correct method to restore Public Folders in a mixed 2010 2003 
environment.
Dismount all PF databases. Restore just one 2010 PF database, let it be used 
for about 1/2 hour. Then restore the other 2010 & 2003 PF database and let them 
replicate off of the newer 2010 PF database.

My concern is "IF" I have to restore the PF database to the Exchange 2003 
server will it propagate to the 2010 servers since it will be older then what 
is in the 2010 MB servers.

But theoretically, updates will propagate from 2010 to the 2003 server.

What is the end-goal here? It probably isn't what you want to do.
