Not quite so. In the begining, som dos programs needed ansi.sys, but it was allways a p*** in the a** to make them work: ususly the client called you and you had to go all the way to wis house just to add a silly line to config.sys. Later sw vendors got smarter and and started making programs that didn't have that "problem". Only that some wanted do be smarter and make it even faster using direct video access, which of course was dumb as we discovered when vga came around and lots of programs were trashed.
