That's because Businesses and Government departments like to have an e-mail trail, from earliest to latest e-mails in order for auditing purposes. For us who grew up with the Internet as it was developing, conversational (replying to a person's specific points as you would in a conversation) si the preferred method. As for smart-phones, well, they need to code their applications better.
