I'm not Mark, but I'll answer for myself. I prefer voices where only a portion of the beats have anything that needs a separate notation from Layer 1. When most or all of them do, I just do layer 2. I like the fact that other beats won't have their stems changed when I use voices. I also prefer voices because it's easier during the layout activity to not have to switch to Layer 2 all that often for this reason or that. Particulary is note-nudging easier in voices.
BUT...! Finale is so dadgum ^%$# unreliable as to how it does the stems in voices, I'll use another layer just out of frustration of getting them all like they're supposed to be. I really wish Coda would address that, because it can be a multi-step operation to fix the stems.
