Except that graying out the plugin menu does no such thing. As I explained before, this graying out is hardly more than a bump in the road if you want to run a plugin on a part. Even MM's own modeless plugins work in part view, notably FinaleScript.

In my experience, plugins are unaware of linked/unlinked status. If you use a plugin to edit a linked item from part view, it changes both views. However if the item is already unlinked, it changes only the current view. If you know this, you can actually exploit it.

For many plugins, it only makes sense to run them in part view. A good example of this is JW Space Systems. This plugin works beautifully in part view, and it leaves the score completely unaffected.

If it were actually dangerous to run plugins against part view (and I assure you that 99% of the time it is not), MM should have either a) fixed the issue that was causing the danger or b) completely disabled plugins in part view. What they did do is ineffectual as a barrier to use yet pisses off anyone who tries to use it.

I have tested all of my plugins in part view, and in the few situations where mine caused bizarre results they do not run in part view. (That is, they flash you back to score view when you run them.) The two functions I found in my own plugins where you could get into trouble were (using a plugin) to

a) add a page to a part.
b) add staves to Scroll View in a part.

My plugins allow both of these, but the new versions force you to score view to do it. Generally, I would steer clear of ever doing either of these with a plugin while in part view. (Doesn't FinaleScript allow you to add staves? If so, DON'T DO IT IN PART VIEW. It should be noted, however, that Finale does essentially nothing to prevent you from doing so, since FinaleScript is modeless.)
