Add the second staff, then find TGTools > Layout > Staff List Manager.
There you see the first system. Click Optimise. Check the second staff
to get it back again. Click Copy to copy the settings of this system to
the rest of the systems. In the dialogue box that comes up, uncheck the
tickbox that is checked, and check the other one.
