225 isn't necessarily unreasonable. A new 190 thermostat is actually within spec if it opens by 222 (according to the Pontiac manual). If the radiator overflowed at that temp, I would suspect either the gauge is wrong or your radiator cap is weaker than the spec of 14-17 PSI.

There are several things that should be in place to ensure maximum cooling capacity, but the coolant color is a more pressing issue. If you recently had the engine rebuilt, I would expect that whoever did it would have started with fresh coolant. Your description of the coolant and the boiling over suggest a leaking head gasket or cracked head.

To diagnose this, you could drain the radiator and block, refill with fresh water/coolant and drive the car for a week or two while periodically checking the condition of the coolant. If it stays nice and green, you may have just been a victim of poor service. If the coolant again turns a frothy brown, you'll have to dig deeper into the engine.
