Also, the fan/water pump should have a divider plate between the fan housing
and the pump housing. You might be able to see this by looking at where the
fan housing mounts(and see a thin piece of metal between the fan and pump).
Otherwise you'll have to take the fan housing off. This happened to me and
if it's missing, the water doesn't circulate. I would also try flushing the
old radiator first. I think it cost me about 90 bucks. Since I took care of
those two things my 69 has been running "cool" even at idle.
