If we had a reliable dependency graph across the data files, it would
be easy for developers to check out only those bits of the data tree
which the test pilot actually intends to use.  I imagine it would be
possible for non-developer users who launch through fgrun to perform
incremental downloads for the requested scenario, but it seems
unlikely to me that there would be much of a benefit there.

This comment isn't intended to sway the argument either way; I think
all three options under consideration can do selective checkouts
(given the graph).
