Hmm ...seems to work here. And the script is definitely called.
I checked by adding  "echo foo >/dev/tty10". This appears at
boot time and whenever I plug in the joystick.

Maybe KDE's joystick calibrator ($ kcmshell joystick) somehow
interferes with jscal!?
