False, at least as of a few months ago. You can also buy an annual
subscription for one person for $800 or $900.

Pricing for ePublisher settled down more than a year ago. Changes were made to the EULA to allow folks to purchase just what they need, no more, no less. Express seats are a cheaper alternative for folks who just have to run conversion without designing targets. Those go for $295 per year. And finally, with our change over to a contract licensing model, you have full control over who uses the seats you do purchase. They are yours to use and abuse as you like.

Again, all of this related to WebWorks ePublisher. If you are thinking about have things were done for WebWorks Publisher a few years back, you'd see things are quite different now.
