Sure, for that you *need* a true cross-compilation. Just like on Linux.

The FreeDOS-kernel build's utility programs (patchobj.exe) are also
16-bit DOS if you compile on Windows, so I don't think anybody has
used Windows x64 to compile the kernel yet.
