As others have stated - for the current screen, this is not a repairable fault.

Does this need a new screen?

The current screen is toast. You will need to find a way to replace the unit.

If yes, where do I get one pronto - how much - how do I replace it?

Apple Store. It is called a "MacBook" and will pretty much run rings around the Pismo. Alternatively, you might find a used Powerbook on the Swaplist or eBay? I don't believe replacing the LCD is cost effective in this case. The unit alone is probably going to cost more than the computer is worth, and that is before you add on labour for it to be fitted. Your fastest way to a working Mac is to buy a new or fairly new one, or at least - a "new to you" model.
