Classic doesn't have to communicate with hardware to use the internet. I
think Netscape would simply use OT, which, in turn would be communicating
with OS X (through "Classic"), which in turn would be responsible for the
internet connection and the hardware side of things (regardless of serial
modem/USB modem/USB ethernet, or ethernet connection).

I don't imagine it would be feasible to provide both stability _and_ allow
Classic access to the hardware layer. You've got to choose one or the other
and I have the strange feeling Apple's engineers made the right choice ;)
(especially considering that serial is a technology dating back to the 70s
(60s?) and Apple hasn't made a serial-port enabled Mac for nearly 4 years
now, _and_ even in the Wintel world computers are being made without
serial/parallel ports (more so the laptops than the desktops)).
