10.2.8 [first issue] killed proper ethernet scaling from 1000T to 10T on certain dual processor G4 models with gigabit ethernet onboard, it also had a negative affect on PowerBook battery life and power management.
It wasn't exactly a completely bad update, the vast majority of Mac OS X users were unaffected by these issues.
The second release of 10.2.8 fixed both of these issues.
If you want to argue about bad OS releases, look at Mac OS 7.5 which had update after update because Apple could not seem to fix all the issues they had with it, or look at Windows ME, even people who like Windows hate it.
I would doubt that the monitor issue is from 10.2.8.
