it has 10.28 195 meg ram and I did just put 10.28 on it was this one of the issues
No. I know everyone's in love with AppleConspiracies, but the *only* issue with 10.2.8 was the ethernet driver on some G4 models.
I know this is true, because if you did software update with the original 10.2.8 , then ran it again after the new version was issued the only available update was 500K in size, about enough for the disk image warpper, the installer stuff and the new ethernet driver.
Except for the ethernet driver, the *entire* 'new' 10.2.8 update is the same as the 'old' one.
If it boots from the CD then the CD drive is working properly.
Does the same thing happen if you log in as a different user? If not I'd look into the prefs files in /Users/~/library/Preferences
