Ahem, speaking as a sometime web designer, CSS are a heck of a lot more than that!
They're a way to have to write your specifications *once* then refer to them constantly through every page in a web site.
Yes basic HTML does just fine, but this is like saying that Fortran is just an overly complicated way of doing what assembly language did just fine...
