I think that unless you have two HDs, you can't have Tiger and OS 9 on the
same machine. Could be wrong, but this is my gut feeling.

HFS+ pre-dates OS 9, and there is no good reason not to use it, if you are reformatting a drive. Tiger supports Classic on the same drive or elsewhere. You just need to install the OS 9 from media already in your possession. I understand OS 9 is not on the Tiger DVD/CD.
