It depends on your primary objective. People who are in it mainly for the money would absolutely be doing that. However, if something is done purely as a hobby, that all changes. I could easily picture a new developer who had produced a game based on a favorite sport, for example, decide to give his or her work away to select people only. He or she might have read some of the emails in any of the various flare-ups we've experienced over the years and conclude that it just wasn't worth the possible agrivation to release the game to the community at large. People don't always like dealing with the issues attending a more public stance. I have a fairly thick skin and tend to be able to handle criticism without suffering unduely. However, there are some deeply private, reclusive or very sensative people out there who don't handle being in the public eye very well. Also, if somebody isn't very articulate, they might not feel comfortable responding to criticisms or inquiries. I knew many people in university who were extremely knowledgeable but who didn't know English very well. They would often be far more ready to talk with me one on one rather than in a group setting. Also, some people will produce art purely for themselves. I see no reason why a programmer couldn't decide to do that in his or her spare time. You'd then have to be a personal friend of that programmer to even be aware of what he or she had produced.
