The word "proverb" is a logical combination of "pro" and "verb" which has taken on a meaning far beyond its parts. I think that the use of "proverb" here is intended to its constructed meaning and not what has been added through use. Years ago when I first saw an ad for "organic food" I remarked to my wife, "It's all organic!"
