I wouldn't like to have our political "statement" focused exclusively or
almost exclusively in the DD issue. ITC could be a great tool for
development, but it must be kept as a tool. If we talk all the time
about the DD we can miss the point. We must give an answer and an
opportunity to the disadvantaged people in the world, and this could be
through the ITC tools (sometimes). I agree with Yacine in this point. If
we use DD as a shorthand, we are thinking about the problem of the
Social Divide in an extremely simple way. In the LDCs each dollar that
we expend must be used carefully, and we must try to foster the
development process. Sure, we need the ICT's to attain this goal, but as
a mean.
