In which case they won't run Windows any better.  But you can certainly
run an X session with low resource requirements using say, FVWM as your
window manager, in 16M.  And so long as you don't go hog-wild, you can run
your desktop apps too.  Configure with plenty of swap space, and you'll
run just fine.

Windows won't even realistically run on a 486...  Win95 will "work", but
forget about using it for anything more than notepad.
