It's been rumoured that Rob Browning said:

The gettext package comes with tools that auto-scan C code for
messages. However, it takes at least a day or two of reading docs
and playing with the system before one can get to doing translations.
I spent an evening on this and felt I barely scratched the surface.
There are also various install issues ...
It was only after all this that I decided that moving all the msgs into
one file might be a short-term quickie ...
