Short term, I'd just keep doing whatever we're already doing (do we
have other language html translations?).  I just meant that longer
term, we should make this stuff dynamic.  We should add the
infrastructure to do something like what web browsers do to determine
which pages to load when you go to a multi-lingual site.  I would
guess that they look at some "environment variable" too.
