The person who wants the feature (i.e. you) write the RFE by submitting an enhancement request on our bug tracker (for which you’ll need to request a userid). As Adrien pointed out, it’s not likely that any of the core devs will take it up unless it really is simple, so the fastest way to get the changes you want is to code them up and submit a pull request on Github; if you do that then no enhancement request is needed.
As a general statement, though, payroll in most places is not at all simple, and doing it wrong can get you into very serious legal trouble. You’d be much better off switching to a project like Odoo that really is an all in one business platform (GnuCash isn’t) or contracting it out to a payroll processor.
