Goa university is already in the hands of vested interests who are controlling appointments, construction and educational activities, university sports facilities, etc.
It will be a TRANSFER from one *vested* interest to the other if it does become a central university. Over the years the University has made no great efforts to generate funds on its own. The vice chancellors, who are drafted from outside of Goa (mostly political appointments), stay for 5 to 10 years enjoy life in Goa and go back. No accountability! It is an irony that thus far, Goa University has not found even one of its own faculty to be eligible for a regular VC position at GU. Lethargically it has been totally dependent on Government of Goa for its survival baring a few grant proposals here and there. Quite frankly the annual budget of only 12 crores says all about the activities of the university, and I am sure much of that budget will be utilized as salaries for the faculty and staff. Efforts should have been made to generate funds by means of active collaborations with industry, consultancy, process developments, funds from national and international sponsoring agencies so also endowments, and support from alumni. Goa University also has many affiliated colleges to take care of and much of its time goes in managing these colleges and conducting exams year round and therefore much less emphasis on research related activities and generation of funds. I believe schools such as Goa medical and Goa Engineering Colleges should be converted into separate autonomous bodies or medial and engineering universities, respectively, such that these schools can manage their functioning independently without the interference of Goa University. It is also time to evaluate the contribution of Goa University to various fields such as science and humanity, generation of knowledge, process development, impact publications, etc. apart from churning out graduates every year and the mention of a few successful NET/SET students as any university gets international repute primarily due to its contribution to knowledge, and research accomplishments.
