hosting applications under premier account for are big community would not work, as it would be difficult to calculate the usage separtly, but I am thinking more about getting various issues resolved and questions answered. we could have a small organization and use premier account for education and testing our apps and limit it to 20-30 members? so we could all have a copy of our application running and use it for support?
