Just because I am in the development phase does not mean I can't have "GAE ISSUES". It turned out there was a problem with some internal setting in my account that prevented me from creating new applications. Ikai Lan just did some behind the scenes magic a few minutes ago and fixed the problem. This was not a development issue. No one outside Google could have helped me.
