They have them in E00 files which means you can use most any GIS
probably even free ones
I bet you could do it with TNTlite even (which is free) and can cut
them up, or dish out the parts a
"user" needs ...

Huh? oh  you mean the WMS based distribution. SLD styled layer
descriptors can be
sent to a WMS if that server supports it. But either way since you can
get the
source data for free. It really does seem ahem like you are buying
your
air at inflated ESRI prices.
