Both are true.
For total flexibility ( hide / show / setStrokeStyle / setFillStyle )
you will have to use GPolys either directly or indirectly through
GGeoXML.
I am developing a set of KML / KMZ files for every state in the three
primary colors. If the overhead is not excessive, you will be able to
combine to synthesize other colors using independent opacities. You
will be able to build separate GOverlays which you will be able to
hide / show selectively.

The same can be done for counties if demand exists.
