Well, coordinates *are* needed to construct the map, it just happens
behind the scenes. If you are deconstructing the static map URL
returned for that image, you're effectively scraping Google's HTML
output. That's prohibited by 2(b) and 2(c) of the Maps Terms of
Service, http://www.google.com/intl/en_us/help/terms_maps.html

Which is why you're being gently steered away from that method. What
is gentle, of course, is entirely subjective!
