Ha Haha, I embedded <img src="http://maps.google.com/staticmap?center=24.18,120.86&zoom=13&size=500x300";> in a web page uploaded it to a server, and viewed it in a browser, and the map appeared just fine, despite http://code.google.com/apis/maps/documentation/staticmaps/ saying "The Google Static Maps API requires a Maps API key." Ah Haha.
