For one thing, "we" as in Mozilla don't ship phones, the
OEMs/carriers/manufacturers do. And which code they include is
ultimately their choice. Of course we could make criteria that they need

possibly just go and brand it "OpenWebPhone" or whatever and ignore our

We cannot count on having a web connection on first startup. Actually,
we cannot count on ever having one, and if so, there's probably a cost
with every kilobyte of Internet traffic those people have.
And yes, including all language is a device space problem. On the device
I'm testing with right now, we have needed to already restrain some
stuff in the system in size (thankfully some redundant and unneeded
files were found) because for some time the images we had were already
larger than the available space fior the system. We are working with
very constrained devices here, in this first try to get a system like
this out.
Things might be different withz higher-end devices that probably will
come some time later in FirefoxOS lifetime. Also, later versions of
Firefox OS will hopefully also be able to support more flexibility
overall, like language packs, etc. - note that we went from zero to a
code-frozen completel phone operating system in less than a year. There
were some corners we had to cut to get there. And if the system is as
successful as we all hope, we'll be able to improve on that in future
versions. :)
