Sure. I believe the technical roadmap says that this will eventually be possible using language packs. But until it is, then the locales will need to be shipped with the phone. So my question is: are you saying that Mozilla should contractually require everyone who ships a Firefox OS phone to ship all locales, even if not complete or signed off? I think that would be difficult, both from a size perspective and from a perspective of asking them to ship unfinished software.
