But we ship single-locale builds of desktop Firefox all the time.

I don't think your problem is with not shipping a locale so much as the
inability to install a different locale afterwards. And that's not the
carrier's problem, it's our technical problem to solve.

I _hope_ (as in, it fits with our principles, I think it was the case,
but I am not closely involved) that one thing we do require is for the
phones to be unlockable. So people can, at least theoretically, install
other builds of Firefox OS, including versions with different locales,
after they have purchased the phone. Of course, this would require
CyanogenMod-like engineering because the phones will have proprietary
drivers in them.

I suspect their answer would be, at least in part, "we haven't QAed it,
and the apps and strings we have added to the OS and apps are not
translated into it, so users will get an inconsistent experience".

I don't know either way, but I would not assume that the restrictions on
modification we apply to Firefox are the same as those we apply to
Firefox OS. I'm almost certain it's not the case that we have to approve
every individual change they make, or that they have a responsibility to
send us the code for all such changes (e.g. a new app added) so we could
then provide a localization for it.
