  * Countries with different official languages and OEMs just supporting
    one (Example: Spain).
  * Is the build with only (fewer) approved locales the official build
    for all OEMs?
      o If so, what if an OEM wants a language other OEM not?
      o If not, we are potentially offering a different experience to
        users depending on their OEM.
  * As Axel pointed out, some OEMs are also asking to change
    localization tone based on their tastes.

The question here are:

  * What are the disadvantages of including all available locales?
  * Should we modify a global product because a local OEM ask us to?
    (think about locales, DNT, tethering feature...)
  * Do we want to offer the same experience everywhere? I assume we want.
