True, but my personal opinion is that there are some things that shouldn't
be negotiable, such as features. For me, the lack of a locale is lack of a
feature.

Locales are a core feature of Firefox, they are the representation of the
multi-cultural community we are and our commitment to create a global
product.

I would add a question for them: What are the reasons for not including a
locale? In this case I think they should convince us, since we are removing
our work from the final product.

I assume Firefox OS is shipped as it is and modifications have to be
approved by us in order to use the "Firefox OS" brand. Similar to the
desktop.
