Might that already be covered by the Mafia proposal? While I might trust my friend with my wallet, for example, does that necessarily mean I trust them to know what Mozilla is, and trust them to contribute? I'm not sure. I see here a possible case whereby Mozillians have trust in a potential contributor, but that potential contributor hasn't actually contributed yet. Do we need to include in the Mafia system some requirement for evidence of prior contribution, or 'punishment' for a voucher who vouches for someone who hasn't contributed yet? (Or does the timeline solve this problem?) ~Leo
