Hmmm...low-top-mid-speed? Maybe you're looking for something that doesn't
exist! :)

I had a similar feeling on my bike--not the surging, but the almost-binary
throttle below 5k rpm. In my case, I think the main factors were altitude (I
was at 2000m or more) and the throttle body sync.
I'm not saying that the surging isn't there, but you can do some things
apart from the EFI mapping to reduce it. Have you tried:
syncing the throttle bodies
adjusting the throttle cable slack
adjusting the chain slack
cleaning the air filters
