The protective value of your arm is significantly lower than the protective value of a vest; shooting through the arm and into the torso is perfectly practical with reasonably powerful pistol ammunition.

As was the ultimately fatal shot fired against Platt (or was it Matix?) in the Miami Shootout with the FBI. It passed through the perp's arm and into the thoracic cavity and given enough time, would have proven fatal. The perp, on the other hand, had a serious "I'm not going to f*cking die!" attitude and kept fighting until Agent Mireles finally put enough holes in him with a shotgun.
