It would most likely be labeled a surveiliance craft. And yes it would be
a bit unusual to do that. You could work that into the campain background.

"told you so" moment.
And if air preassure and gravity are especially unfavourable the blimp

depending on the mission parameters better then nothing.
So the primary flyer would be a modular helicopter or plane, but
they have a few blimps for the right environments?
If helicopters or planes that fit through gates are viable, something i
have no definite opinion about.
A TL8 blimp could have solar cells, a fuel electrolysis system,
and some hydrogen-burning engine to 'self-refuel'. In that case
hydrogen could be used for lift, despite the fire risks.
I'm a bit worried about weight. 28.5 lbs. to produce 1 gallon
of LHyd per hour. It could take many days to refuel for a few
hours of flight.
Would a setup work, where for larger missions the electrolysis equipment
stays in the basecamp and usually blimps go on missions without it, but
the base camp is designed to be moveable by blimps?
The autonomous self refuelling blimp could be included as emergency
scenario.
