I guess wheelbarrows and pallet jacks are for short range transport mostly, at least today. I don't think using humans as beasts of burden in what way ever for long range transport is still ecconimically effective today even in the third world.

So forget sleds with stone blocks. What other low-tech vehicles can you
find on worlds subjected by the Evil Overlords, besides what is already
in LT?

- A population with food reserves is ripe for rebellion. So very large
 transport vehicles to bring the grain to central granaries and to
 dole it out again.

If it is not an agricultural colony, propably some of the food is supplied by the overlord to the quislings and the quislings manage distribution in their realms. Or taxed from agricultural realsm and given to other realms on the same world.

This setup gives both the overlord and the quislings control, and this can serve as an explaination for large volumes being transported, even if you could set things up otherwise more efficiently.

- Major resistance will be crushed by the household troops of the Evil
 Overlords, but the local quislings will face low-level insurgencies.
 TL4 MRAPs?

If you have large string armoured beasts of burdens propably a howdah is the best design for that. Is that within the scope of vehicles.

- As mentioned, good roads in the inhabited areas. Express coaches to
 bring fresh seafood over a thousand miles? Or will that be done by
 TL12 grav flyers?


If the overlord orders the delivery, it will be a grav flyer. If the quising does it will be a coach. What sort of luxuries are transported which way could be code for favour or disfavour, that would be hard to understand by someone from outside that culture.

What else?


If you have dinosaurs or similiar, you will want a weapon to kill them. One candidate would be a ballista.

Some mixed TL designs, where locals use high TL components in their vehicles. Like they take the body of a derelict grav flyer and put wheels on it.

Maybe some quisings try to imitate the vehicles of the overlords, though i don't have an idea, how that could be more, then how it looks, and have an effect on the stats.
