We're talking about cinematic villains. You can "show, not tell" who

It does not have much effect on vehicle design, but you can do a lot of that, with loading and unloading vehicles. You propably need more drop proof containers for delicate wares, so they don't break, if the unloader falls on account of being whipped.

If you have large string armoured beasts of burdens propably a howdah is
the best design for that. Is that within the scope of vehicles.

There are rules for animal or human drawn vehicles and vehicles worn
by the operator. That's not the same as a vehicle worn by the draft
animal.


It is not the inteded use of the rules. But do you get sensible results if you do it anyway? If i can build a harness "vehicle", that is not actually one, on account of not having any form of propulsion, then i have built a backpack with vehicles. If the backpack contains crew stations i have a howdah.

And (without looking at the rules) i would think that should be possible, because the stats of an operator with a jetpack, that is currently switched off are of interest for some game situations. And if you have that, you can replace the jet with cargo space in the jetpack and get usefull stats.

Some mixed TL designs, where locals use high TL components in their
vehicles. Like they take the body of a derelict grav flyer and put wheels
on it.

The TL difference is just too great. The Evil Overlords would take
even damaged tech back for recycling. Would the peasants even have
tools to drill holes into the grav flyer?


It will not be often that peasants find something usefull to salvage, though i suppose different overlords, will spend different amounts of effort to make sure everything is recycled.

They might not be able to drill holes in a grav flyer, but that can build a wooden cage or use straps to hold it in place.


The latter could be copied by the quislings. The boss has a horseless
grav chariot? The underlings have a horse-drawn chariot. The boss has
a throne on a grav platform? Hmm, what or who could pull it instead?


A raft or boat that floats along a canal or some form of a cable car could be used to emulate an entry on a grav throne. Or a throne hanging from a crane, that possibly is mounted on a vehicle.
