But the same number of suits, with more flexibility in a battallion commander 
using them.

I don't see this as a problem. Command goes to the higher rank in the team, or 
if two men have equal rank, the more senior.

Yes, I'd say they are. Training better than line infantry, not as good as 
special forces. Snipers and engineers would also fall into this category.

Actually, I don't see anything in the Battlesuit skill description that if 
there aren't integral weapons, you must use the Exoskeleton skill. I also don't 
see why lack of built-in weapons would impose a -2 to kill.
