If the vehicle isn't humanoid (or built to the same form factor as the operator), you probably do need multiple crewmen.
Why would a humanoid mecha need less crew?
Note that some fighter planes to require a second person, so this is reasonable for a non-humanoid mecha.
I started by asking if backseaters in a fighter were a purely TL7 workaround -- before TL7 there is no radar except for heavy night-fighters, after TL7 the computer can help enough.
